I.e. you either have to literally add a significant amount of cookies to your bank, or just cheat in the achievement itself. I opened an incognito window and did it with 0 cookies. Gives the cheat achievement and naming achievement and that's it. The debug menu also goes away if you name to something else and refresh. Using saysopensesame and disposing of the dev console immediately does not result in any cheaty action, so go ahead and achieve!
